Net Zero Carbon Toolkit

The Net-Zero Toolkit (jointly produced by West Oxfordshire District Council, Cotswold District Council and Forest of Dean District Council) has been designed to assist in the planning, design and construction of both new build and retrofit housing projects and we consider this to be a useful guide when considering energy efficiency measures in development proposals.   

It provides a useful technical, go-to guide on what to consider in the very early stages of design; how to achieve fabric energy efficiency; what systems to include; where to go for expert advice; and what to consider once you have finished your housing project.

Who is it for?

The toolkit has been created to make Net Zero carbon new build and retrofit more accessible.  It has been created for building professionals (developers, contractors, architects and engineers) and is also relevant to self-builders, planning officers and other professionals.  Whilst it is aimed at those who already have some knowledge or experience of construction, it is equally applicable to homeowners. 

We strongly recommend and encourage a reading through of the toolkit and taking onboard the suggested measures when designing out your project.  It is particularly relevant when you have to consider your proposal against the relevant sustainability policies of the development plan and whether they meet the requisite criteria (Policies CP37, CP40 and CP43 of the Local Plan 2031 Part 1).
