Garden Waste Collection Service – Terms and Conditions
Terms and conditions of the Garden Waste Service (from 1st April 2025)
This agreement sets out the terms and conditions of Vale of White Horse District Council’s (the “Council”) Chargeable Garden Waste Collection Service (the “Service”). By agreeing to pay for the service, you (the “Customer”) will be accepting these terms and conditions and the Council will issue a Garden Waste Permit (the “Permit”).
- The Customer agrees to pay the fees for the Permit.
- The Permit is valid for the period 1 April to 31 March each year; or if purchased after 30 September at a reduced fee, from 1 October to 31 March. No other discounts or concessions are available regardless of when the Permit is purchased during the year.
- The Service can be cancelled within 14 days of purchase to receive a full refund. Any cancellation after the 14-day period means no refunds or part refunds will be provided.
- To exercise the right to cancel, you must inform the Council of your decision to cancel the Service by a clear statement either by phone on 01235 422422, or by email to gardenwaste@southandvale.gov.uk before the 14 day period has expired. Should the Permit have been issued prior to the cancellation notice being received, the Customer must return the Permit to the Council at their own cost. Refunds will be issued on receipt of the returned Permit to the Council.
- Permits purchased will normally arrive within 10 working days from payment. However, this can be increased at times of peak demand.
- Payment of the Permit fee entitles the Customer to a minimum of 20 collections over the 12-month period.
- The Service does not automatically renew. If the Customer wishes to continue to use the Service each year, payment of the Permit fee is required.
- Permits are only valid for the address paid for and must be clearly displayed on the wheeled bin presented for collection, in line with instructions provided on the Permit. Each wheeled bin presented for collection needs a Permit displayed. There are no discounts for multiple Permits.
- The Permit is non-transferable to another property and must be left at the property as the Permit is registered to the property not the individual householder. If you move to a different address within the Council’s district, you will be required to purchase a new Permit for your new address unless a Permit for the new address already exists.
- Branded compostable sacks are issued to Customers who cannot accommodate a wheeled bin at the property and no physical Permit is issued but payment will still be required.
- All wheeled bins remain the property of the Council and should not be removed from the property.
- If you have ordered a new wheeled bin for the Service, delivery can take up to 10 working days from the date it is ordered. However, this can be increased at times of peak demand.
- Collections may be suspended in exceptional circumstances, including assisting with catch-up arrangements when there are severe spells of bad weather which affect the Service.
- The Service will be suspended over the Christmas and New Year period. Further details will be provided on the Council’s website.
- The Council reserves the right to change scheduled collection days from time to time. Details of any temporarily rescheduled collection rounds will be published on the Council’s website and social media platforms. In the event of any permanent rescheduling of collection days, the Council will inform all affected customers in writing.
- It is the responsibility of the Customer to ensure that wheeled bin is presented correctly. This includes ensuring that the wheeled bins are placed for collection at the designated location agreed by the Council by 6.00am on the designated collection day and is not classed as overweight. Wheeled bins or garden waste sacks which have not been presented correctly or have been filled with unacceptable items will not be emptied. - If the Council misses a collection when your bin was presented correctly in accordance with clause 16 above, and you have reported this to Biffa, the Council will endeavour to make the collection as soon as reasonably practicable. Missed collections must be reported by 5 pm of the following working day after your scheduled collection day. The Council will not issue refunds for missed collections. - The Council will not be responsible for any cost which the Customer may incur in disposing of any waste via a third party in any circumstances.
- This Service is for household garden waste only. The Council reserves the right to refuse to provide any permits or make collections where it considers that commercial activity is taking place.
- The Council will use your personal data for the purpose of managing your garden waste subscription only. It will be passed to our contractors so that they can print your permit and can arrange delivery of your wheeled bin and your collections.
